Fuel pressure regulator.

This was an aftermarket emissions device from 70’s. Lots of California cars received them to pass smog tests.
It simply blocked off the vacuum line to the distributor. (The simpler version was only two caps and a compliance sticker) This version also sensed coolant temp on a temp sensor stuck to a radiator hose so that if it began overheating it would “reconnect” the line to advance timing so as to speed up idle rpm.

Bill is correct although it is not aftermarket, it is factory. They first appeared in '68.
