Holes beneath headlight, license bracket

Hi, I am doing bodywork on my patrol and am filling up old holes. I was wondering if the two holes below and to the left of the drivers side headlight are needed for anything?

Also, I installed the front license plate bracket - but I notice that the holes in the cross bar are not at the normal license plate spacing. Is there a separate bracket that adapts a license plate to this bracket? see pics.

The holes below the headlight don't belong there, fill them in. There is not another adapter for the license bracket. Any license bracket that I have used had the holes spaced correctly for a regular license plate. Maybe yours came from Australia?

sounds good. I'll fill them up. Yeah the holes definitely don't fit the holes on my license plates so it probably was from Australia. there is a slant to the horizontal arm on the bracket - so to keep the license plate horizontal I guess I'll install a thin plywood adaptor. there must be a reason its at slant. that bracket seems so poorly engineered compared to the rest of the car which seems pretty well thought out.
