Thanks River and P for all your help. After a bit more looking around the wiring and testing it seems that the wire coming out of the Hazard in the #8 position, which connects to the GW, never gets power. It's not constant or ignition hot. The only thing I can think it that either the switch is bad for that leg, or it's the wrong switch and never gets powered.
Unless you guys provide me with another solution, I will just wire a in a power wire to the Brake Light Switch. Now the question is, should it be a Hot source or and Ignition Hot source??

Well, maybe I have a different wiring diagram. But according to the one on 60Patrol; the GW wire from the tail/tail/license lamps connects to the light switch. The light switch gets power directly from the fuse block (second fuse from right). Properly connected, the tail lights (running lights) will come on when you pull the light switch out one notch, as will gauge lights. That is all there is to this circuit; it turns on the running lights and gauge lights.
The wire in the #8 position on the hazard flasher is the power wire to the hazard switch. It is connected to the first fuse on the far right on the fuse block. It has nothing to do with the GW wire for the lights. There is another GW wire that comes off the same position on the fuse block that powers the horn relay.
Do your running lights work when you pull the light switch out?

P, you are correct, and all the running lights, turn signals and hazard lights work correctly. But when the brake is applied, no brake lights. There are 2 wires going to the Brake light switch, both are GW with one having a Red marker, which I assume means + or Power wire. So I guess the question is where do the brake lights get their power?

I blew up the wiring diagram a little better. The hazard flasher terminal numbers are not in order. The number 9 terminal is power to the flasher. I will have to stare at the diagram for a bit to figure it out. Do the blinkers work? Do the hazard flashers work? Process of elimination.

Looking at the brake switch, one wire goes to the turn signal switch the other to the flasher switch. There is no power source on the turn signal switch so I would deduce that the GY wire on the brake switch is the feed TO the brakes. The other wire (GY/R)comes from the hazard switch and must be fed through there when the switch is off. I would deduce that the GY (terminal 9) wire from the fuse block to the hazard switch is the feed for the brakes light. There must be a double pole double throw arrangement in there so that when the hazard switch is pulled, the lights are fed through the four way flasher and when off the flasher is off the lights are feed through a different circuit. But, I will do some testing on mine to see if that is the case.

I am heading out now to retrace all the wires for the brake switch and power to try and figure this out!!
