What is this lever for and fuel tank advice needed please

Hello collective wisdom forum! I'm finally making some headway on this beast. Dropped the tank today. Varnished up something fierce. So what's the verdict, have it cleaned and reuse or get something aftermarket? Also, I am going to replace the fuel line from engine to tank. Can I use rubber hose as long as I secure it or should I use hard-lines in areas? I live in Wisconsin, pretty mild Summers. It will not be driven in the winter.

Also, in viewing the bottom passenger side of the transfer case, I appear to have a lever / linkage that isn't hooked up to anything? (see pic) Is this normal?

The lever is part of the emergency brake.

Need to find a picture.

I would recommend having the tank cleaned and sealed. There isn't an easy aftermarket solution. I just had 2 tanks cleaned and sealed and they turned out great, they even got the dents out.

General rule of thumb, and law in some places, is that fuel line should be steel from the firewall back.
Beyond any hope for intervention
