You are correct in the procedure. Outside, what looks as a bolt on the bottom is the actual adjuster. In the following picture that shows an exploded view of the adjuster, that bolt is #11. When you turn it displaces in or out the #12 pieces. You can sense when turning that the bolt sort of goes in steps. When fine tuning the final adjustment, turn back and forth a little bit the adjuster so you feel sort of a resting position.

Ahhhhh...thanks a million for clarifying this. The bottom bolt is in fact the adjuster.....
