Oily Carb

My carb has alot of oil on the out side of it. Does anyone know what causes this? I wondered if it was sucking it from the oil breather or if it is blow by from the engine. The level of the oil in the breather seems to be correct and stays the same. Also does anyone know if the valves have to be adjusted on a regular basis? Seems like i read that some where. I have a rough idle and not sure what to look for. Thanks, Keith
