I have begun the process of sorting through the stuff the PO had piled in the back of my recent purchase. I found what appears to be the original carb. It is a Rochester single barrel downdraft, marked with a "C". It looks like a Rochester series "B".
1) Is this in-fact the correct carb ?
2) Is this different than the "B" carbs ?
3) Are rebuild kits available ?
I also found a "waterproof" distributor in the back (dizzy on the engine is unknown, but different).
1) What is the purpose of the NPT taps and hard tubing on the waterproof dizzy ?
2) The dizzy on the engine will only allow the timing to be advanced as far as the 1st timing mark on the crank pulley before no adjustment is left. What degree BTDC do these marks indicate ?
Currently the truck is set on the most retarded mark, as the dizzy in it cannot be rotated any further. I shifted all wires clockwise 1 position and rotated the dizzy counterclockwise as far as possible, but could't get it to start at all, must have been too advanced. So, put all the wires back as they were and put to full advance.

Sounds like you got a pretty nice parts stash.
The Rochester B series is the correct carb. I'm not sure about difference between B and C. Rebuild kits are readily available at any parts store. It's the same carb that was used on some Chevys.
The hard tubing and taps on the water protect dizzy are for the vacuum lines; one went to the base of the carb and 2 went to the air cleaner.
If you are running up against the engine with the dizzy when trying to adjust the timing it is a pretty good indication that the distributor drive gear is at least one tooth off. You would need to remove it and probably turn it counter clockwise.

You have 4 marks in the pulley. In the direction of rotation, the first mark to arrive is 15°BTDC, then 10°, 5°, and the last one is 0° TDC. It will be good if you could post a picture of the installed distributor. The previous owner probably installed the distributor that's fitted on the P40 engine found in some forklifts. This is the same as was used in later models of Patrols after 1970 (non-waterproof type). The plate that is attached to the distributor, probably has a second slotted hole that can help you fine tune the timing. Check at the following diagram from the parts manual. If that doesn't help, what RiverPatrol is suggesting is rotating the driving pinion underneath.
