Wipers do work controlling the grounding. Most probably the problem you have is inside the contacts mechanism at the motor, due to lack of use. You can open the cover (see picture below) and clean the contacts and the track they run in. You can use "dielectric grease" to coat again the tracks for a smooth operation. By the way, dielectric grease is a must have for many automotive electrical uses, even to coat the bases of light bulbs to prevent them from corrosion.
