Alright they are the spare lock bracket but my wife thinks they will be used more as bookmarks.
I have a few made now for sale $22 to your door in the US. Primed and painted...ready for your favorite book!!!
I can drill them too but some wheels set different on the carrier so best to fit/drill it yourself matching the existing hole.
The "Key" goes into a slot as seen here. You may not have the slot (post 67?), so check first:

I am interested in knowing how many Patrol owners use the spare tire lock bracket?

(It is interesting to note that the parts manual illustration does not reference a padlock or hitch-pin to secure the bracket to the carrier. I would venture to guess that without securing the bracket, it would slip out of the carrier during bumpy maneuvers. )

I use it on at least one Patrol. I don't have it padlocked and it never slips out. The shank is pretty long on it, that probably helps to keep it in place.

I used to have one on mine with the padlock. Not anymore.

The idea is that you tilt the wheel a bit and then insert the lock bracket, tight the wheel nuts on the carrier. This will keep the bracket securely in place without rattles.
