Couple parts questions ?

I have begun the process of sorting through the stuff the PO had piled in the back of my recent purchase. I found what appears to be the original carb. It is a Rochester single barrel downdraft, marked with a "C". It looks like a Rochester series "B".
1) Is this in-fact the correct carb ?
2) Is this different than the "B" carbs ?
3) Are rebuild kits available ?
I also found a "waterproof" distributor in the back (dizzy on the engine is unknown, but different).
1) What is the purpose of the NPT taps and hard tubing on the waterproof dizzy ?
2) The dizzy on the engine will only allow the timing to be advanced as far as the 1st timing mark on the crank pulley before no adjustment is left. What degree BTDC do these marks indicate ?
Currently the truck is set on the most retarded mark, as the dizzy in it cannot be rotated any further. I shifted all wires clockwise 1 position and rotated the dizzy counterclockwise as far as possible, but could't get it to start at all, must have been too advanced. So, put all the wires back as they were and put to full advance.
