what is this for?

This came with my patrol. I had thouhht it was a license plate holder but it doesnt seem to fit right.
I am also curious how the front and rear license plates are supposed to install.

Front plate holder.... the cross bar is on top and the upright angle iron is bolted to frame on driver's side right behind front bumper... Should be two holes in frame that match the two close set holes on the upright angle iron.

Cool, thanks. Also, there are two small holes below and left of the drivers side headlight. Arre these holes for something?
