Engine wont run with Stromberg Carb

Hi All,
I have been trying lately to get my patrol running again after a long time sitting in the shed. Im having trouble getting the engine to run though. I have a stromberg carb on the patrol engine and it wont idle.
If i pump the trottle fast and continuously, it will run but it will scream at really high revs. As soon as i stop pumping the throttle it dies.
The same happens if i pull the choke all the way. With the choke fully on it will run but screaming at high revs. As soon as i let the choke off it dies.
At first i thought maybe something was wrong with the carbeurettor. I had just had it re-built and thought maybe it was clogged or something. I took it back to the carbeurettor specialist and he put it on a test engine and it ran perfectly.
His suggestion was an airleak under the carbeurettor, maybe manifold gasket between manifold/carb or manifold/engine block. I have checked all of these and replaced them all, still no good. All the fuel lines and break booster lines are brand new so i cannot find any air leaks.

but i dont believe the carb is the problem as ive seen it run perfectly on another engine (it was some holden engine a liitle smaller than the patrol engine)
Im at a lost here and its driving me mad!
